Spot Reports - Near Miss / Hazard Reporting

HOPS enables users to report hazards or near misses directly into the system.

Incoming "Spot Reports" can be attributed to a Function Log item, an Asset Defect, or a Near Miss/Incident Report.

Updates can also be added to reports, which can be fed back to the reporter.

Submit Spot Reports			The user can submit Spot Reports
Record Spot Reports on behalf of others			The user can submit near spot reports on behalf of other users.
Spot Reports ADMIN VIEW			The user can view incoming Spot Reports.
Spot Reports ATTRIBUTE			User can update and attribute Spot Reports to NMIs, Function Logs and Asset Defects.
Spot Reports CLOSE			The user can close Spot Reports.
